Pomeroy High School Graduation Requirements

The purpose of the high school diploma is to prepare a student for post-secondary options, gainful employment, and citizenship equipped with the necessary skills.  The Washington State Board of Education (SBE) establishes minimum requirements for graduation from high school.  Current graduation requirements, adopted by the SBE always reflect minimum standards for graduation along with additional requirements adopted by the Board of Directors of Pomeroy School District No. 110.

Approved courses align with grade level state content standards.

(1) Washington State History requirement will be met by Pacific Northwest History class in the 10th Students transferring from another state may have this class waived upon transcripts reflecting completion of a state history or government course and completed waiver with the principal or counselor.
 
(2) The second semester of English 11, Composition/Literature 11, or Honors Composition/Literature 11 shall include the successful completion of a Term Paper/Research Paper in addition to a course grade.  The paper shall be included in the Career Portfolio.  The requirements of the paper shall be communicated to the students prior to starting with the quality of the finished paper based on individual student abilities.
 
(3) Students must complete mathematics courses in one of the following progressive sequences.
  1. Algebra I, Geometry, and Algebra II; or
  2. Integrated Mathematics I, Integrated Mathematics II, and Integrated Mathematics III; or
  3. Any combination of (a) and (b) in progressive sequence.

In lieu of a third credit of mathematics students may choose an alternative mathematics course, if the parent/guardian agrees that the third credit mathematics elective is supportive of the student’s education and career goals. Before approval of the elective third mathematics credit a meeting will be held with the student, the parent/guardian and the school staff to discuss the student’s High School and Beyond Plan and the mathematics requirements for post-secondary and career choices.

 

The district will obtain a signed consent form from the parent for the student to enroll in the alternative third credit of mathematics. The consent form will confirm the meeting, that the parent understands the impact of the selection on the student’s educational and employment options, and that the alternative is most appropriate for the needs of the student.

 

Students may also satisfy the mathematics requirements by earning equivalency based credit in career and technical education mathematics courses. Those credits must be recorded using the equivalent academic high school department designation.

 
(4) Class of 2019 and beyond must complete three years of science with two credits being lab based. Students will complete two of the credits by completing Physical Science and Biology both of which are lab credits.  The third credit can be completed by one of the following:
  1. Completion of Chemistry or other honor based science
  2. Successful completion of Natural Resources, Forensic Science, or Computer Science
  3. Students earning equivalency based credit in career and technical education science courses.

 

(5) Personalized Pathway Choice—for the class of 2019 and beyond 1.0 credit of art and 2.0 credits of world language can be earned in another category at the choice of the student and parents/guardians in the same process described in number 3.

 

 

(6) Students in the class of 2016 must pass the reading and writing portions of the HSPE, or a state approved alternative. Students in the classes 2017, 2018, and beyond must pass the English Language Arts (ELA) exit exams or 11th Grade Smarter Balanced Comprehensive ELA Test college readiness standards. Students in the class of 2019 and beyond must pass the 11th Grade Smarter Balanced Comprehensive ELA Test. Students in the classes of 2016, 2017, 2018 must pass the Algebra end of course or, beginning spring 2015, 11th Grade Smarter Balanced Comprehensive Math Test; or a state approved alternative. Students in the class of 2019 and beyond must pass the 11th Grade Smarter Balanced Comprehensive Math Test; and Students in the classes of 2017 and beyond must pass the biology end-of-course assessment or state-approved alternative.
 
Students who are not successful on state assessments will be signed up by the counselor and/or principal to retake all tests on all possible dates to be successful. Students who continue not to be successful on state assessments will be provided with support to complete a collection of evidence (COE) for each subject.  An instructor/tutor will be provided to aid the student in completion of the COE.
 
DEBT LOAD: Any required course(s) failed will either be made up by receiving a passing grade from an approved summer school course, an approved correspondence course, or by giving up an elective course and receiving a passing grade in the failed course prior to graduation.  If required courses or total numbers of credits are not made up by the end of the senior year, the student will not participate in the graduation ceremony with his/her class, refer to Section 7 of Board Policy 2410.  These students will be notified of their deficiency and given the opportunity retake courses or complete parts of courses to satisfy graduation requirements, depending upon individual need, as a remedy, to obtain a diploma.
 
Non-Credited Graduation Requirements:
 
The new graduation requirements include non-credited requirements.  This means they are not contained in a particular class; rather they are a set of generalized attainment of goals by students as defined by the State of Washington and Pomeroy School District #110.  (1) Culminating Project
 
The Career Portfolio shall fulfill the culminating graduation requirement.  This requirement is a locally developed project.  Portfolio activities help students prepare for opportunities in further education and entrance into the workforce.  These activities are based upon the standards for 21st Century Skills for competencies and foundations needed in future employment.  The Career Portfolio documents student educational progress.
 
The quality of each Career Portfolio will be based upon the individual student as implementation of this graduation requirement begins.  As this process continues, it is anticipated that students may be asked to refine the quality of work included in the portfolio to the degree that a more formal process for review may be developed.

High School + Education Plan
 
High School & Beyond Plan (13th Year Plan) is a locally developed graduation requirement.  This requirement shall be documented through a written plan included in the Career Portfolio.  The 13th Year Plan shall be a document that describes what the student expects to do the year following graduation from high school.
 
Community Service
 
Community service provides an important opportunity for civic engagement.  It is an integral part of a well-rounded education.  Through civic engagement, students are provided an opportunity to learn from community members and organizations that support the community.  These interactions prepare students to become active citizens.  Both the community and the student benefit as the student learns to serve others as well as how community members and organizations serve and support students while in the school system.

To that end, the following hours are required by grade level indicated below:

Section 2, Length of Effect of Graduation Requirements

Graduation requirements in effect when a student first enrolls in high school shall be in effect until that student graduates unless such period is in excess of ten years.

Section 3, High School Credit Defined

Through the State Board of Education, high school credit is defined as follows:

 

(a)In grades 9 through 12 or the equivalent of a four-year high school program, and in grades 7 and 8 provided the course was taken with high school students and exceeds the requirement of a junior high level class, a credit is defined as 150 hours of planned instructional activities approved by the district or satisfactory demonstration by a student of clearly identified competencies not tied to a number of hours of instruction.  [WAC 180-51-050(1)(a) &(b)]

 

(b)College and university course work designated at the 100 level or above.  [WAC 180-51050(2)]

 

(c)Community college credit through a high school completion program, whether the community college or school district awards the diploma, for course work designated below the 100 levels.

(d)Equivalency credit through equivalent courses of study as determined by board policy procedures and rules.  [WAC 180-51-050] Section 4, Equivalent Courses of Study

Rules which permit the granting of credit for such out–of–school learning activities will be adopted by the school district board of directors and be available to students, parents, the public and representatives of the superintendent of public instruction upon request.

 

(a)Credit for Learning Experiences Conducted away from School or by Persons Not Employed by the School District - It is the policy of the board that credit toward high school graduation may be granted for school planned learning experiences primarily conducted away from the facilities owned, operated, or supervised by the school district or conducted primarily by individuals not employed by the school district.  School planned experiences such as, but not limited to, travel study, work study, private lessons and educational programs, sponsored by governmental agencies may be accepted for credit upon compliance with procedures established by board policy procedures and rules. (b)Credit for Work Based Learning - It is the policy of the board that work experience will be regarded as part of the educational program of high school students and an integral phase of the secondary school curriculum and that students may be released during portions of the school day to gain work experience through worksite learning.  High school credit may be granted for worksite learning and the conditions that apply are established by board policy procedures and rules.  [WAC 392-410-315 & WAC 392-410-340(2)]

(c)Correspondence Courses, Electronically Mediated Courses, and College Courses - If any correspondence courses, electronically mediated course, or college courses are to be used for graduation credit, the course must have prior approval of the counselor and principal.  Any Correspondence Courses, Electronically Mediated Courses, and College Courses required for graduation shall be started prior to April 15.  These courses must be completed and grades received five (5) days before graduation for a student to participate in the graduation ceremony, unless other arrangements have been made with the counselor and principal, as established in board policy procedures and rules. (d)Running Start Courses - It is the policy of the board that an eleventh or twelfth grade student may desire to enroll and earn college credit before high school graduation.  High school credit may be granted for Running Start Courses as established in board policy procedures and rules.  [WAC 392-410-340(4)] 1.0 high school credits will be awarded to students for every five (5) quarter hour credits or three (3) semester hour credits.

 

(e)National Guard Career Training - It is the policy of the board that students may earn high school graduation credit for National Guard Training.  High School credit may be granted for this type of training as established in board policy procedures and rules.  [WAC 392-410-320]

 

(f)Competency Testing - Credits based on competency testing, in lieu of enrollment or taking specific courses may be granted by the district as established in board policy procedures and rules.  [WAC 392-410-340(9)]

 

(g)Summer School - It is the policy of the board that students may earn high school graduation credit for courses taken at Pomeroy Junior-Senior High School Remedial Summer School.  High school credit may be granted for Remedial Summer School courses as established through board policy procedures and rules.

 

(h) Technical College Courses - It is the policy of the board that students may earn high school graduation credit for courses taken at a technical college.  High school credit may be granted for technical college courses as established through board policy procedures and rules.  [WAC 392310(2) & WAC 392-410-340(4)] 1.0 high school credits will be awarded to students for every five (5) quarter hour credits or three (3) semester hour credits.

Section 5, Recognition and Acceptance of Earned Credits

The principal will collaborate with the counselor to determine whether or not a credit meets the standards for recognition and acceptance of an earned credit at Pomeroy High School.  Any student denied recognition and/or acceptance of earned credit shall have the right to appeal directly to the superintendent, or superintendent designee, then school board.  Conditions for recognition and acceptance of earned credit as well as appeal procedures are established through board policy procedures and rules.  [WAC 180-51-050(5)&(6)]

 

Section 6, Waiver of Graduation Requirements

When a special condition exists a graduation requirement may be waived.

(a)An individual student may be granted a waiver from any requirement if such a requirement impedes the progress toward graduation, provided there is a direct relationship between the failure to meet the requirement and the student's ability to meet it.

 

(b)Special accommodations may be provided for an individual student with a disability if such requirements impede the student’s progress toward graduation and there is a direct relationship between the failure to meet the requirements and the student’s ability as properly modified through an Individualized Education Program (IEP) as developed by the Multi-Disciplinary Team (MDT).

 

A waiver of a graduation requirement may be granted as established in board policy procedures and rules.

 

Section 7, Graduation Participation and Notice of Non-Participation

The privilege to participate in the graduation ceremony will be limited to those senior students who have met all graduation requirements.  Exceptions may be made by the administrative team

(high school principal, high school counselor, elementary principal, lead teachers and superintendent) when deemed appropriate.  The school board will be kept apprised of any exceptions before they are granted.

 

Any senior student having deficiencies in credit requirements will be notified of their status at the beginning of the school year and at the beginning of each subsequent grading period.

 

A list of probable graduation candidates will be prepared April 15, according to the credits earned by that date.  Any Correspondence Courses, Electronically Mediated Courses, and College Courses, required for graduation shall be started prior to this date.

 

Whenever it is apparent that a senior student may not be eligible to participate in the graduation ceremony with his/her class because of academic deficiencies or any other reason the parents or guardians shall be so advised either by registered letter or in a personal conference.  Such notice shall contain a resume of the deficiencies or reasons for non-participation and an explanation of remedies, if any, available to the student.

 

The notification to parents or guardians shall be made as early as possible but in no case later than the beginning of the second semester. Notification will also be sent at each subsequent warning and/or grading period.

Such an exclusion shall be regarded as a school suspension.  In such instances, the diploma will be granted, provided all graduation requirements have been met. The above section Adoption Date: 11/27/01

Section 8, Diploma Types & Recognition

Pomeroy School District #110 shall grant high school:

 

STANDARD DIPLOMA

Students meeting the district graduation requirements will qualify to receive a standard diploma.

 

ACADEMIC DIPLOMA

Requirements for the Academic diploma are completion of requirements for the standard diploma and the following:

  1. All academic diploma requirements are to be met through non-remedial classes.
  2. The mathematics requirement is met by taking three years of math beyond Algebra I.
  3. The science requirement is met by taking a full year course in chemistry, physics, and/or science approved by the administration to be one on the sciences.
  4. Three and one-half credits of electives to be from core courses.
  5. Two years of a single foreign language.
  6. The student is to have an overall grade point average of 3.0 and a core course minimum grade point average of 2.5.
 

HONORS DIPLOMA

Requirements for the honors diploma are completion of requirements for the academic diploma and the following.

  1. The English requirement is met through enrollment in College English. (Taking College English for college credit is optional.)
  2. The mathematics requirement is met by taking four years of math, beginning with Algebra I and going through Pre-Calculus or AP Statistics.
  3. The science requirement is met by taking four years of science two of three must be Chemistry, Physics, and/or Science to be approved by the administration, subject to class schedule.
  4. The student is to have a minimum overall grade point average of 3.30 and a minimum core grade point average of 3.00.
  5. The student shall have no more than four semester grades of C in core courses and to have no more than one grade less than C in all work in grades 10-12.

 

Honors and Academic diplomas will be the same as the standard diploma with a seal or marking added to the diploma.

 

BASIC DIPLOMA

Requirements for a Basic Diploma are meeting the minimum state requirements for graduation.  Students qualifying for this diploma shall not to participate in commencement exercises; however, students will receive a Pomeroy School District Diploma.

 

CORE COURSE

All fully graded classes that count toward graduation requirements, the entrance requirements for a four-year public institution of higher learning in the sate of Washington, and the honors diploma shall be considered core courses.
